Some personal insights from the field. Most gangs in Sweden fight about turf control for mainly drugs, but also "protection" money for ethnic residents. Basically acting like the mafia foe their migrant community. You open an iraqi grocery shop and you're not paying protection fee? Shame if your store burn down. That aside, the way they do assassination of targets (usually local distributer who owe too much money or stolen some products) is by hiring underage boys, slapping a 50k (sometime 25k) price tag, and handing them a target and a weapon. If/when they're caught, they are not sent to prison, but a juvenile psychiatric care for a year, and then released back to the public. Most of the hitmen are usually 17 yo german nationals (from migrant background).

It's a main hub for drug/arms gangs in the EU, and lots of young recruits, and lose treatment for minors when it comes to crime? Although the latter seems to be a common theme in the EU.
