Probably too much privacy.
Edit: Clearly my comment was merely an appraisal of Apple's privacy practices and not at all about Chinese Government privacy standards.
iOS is proprietary and extremely locked down. It would be stupid for their government officials to use it.
You forgot to add (when more senior government officials want to spy on them).
