Is the gamepass version on steam? Wouldn't it normally be on the Xbox app / windows store?

Yep, that's right.

When Skyrim launched on PC, it was Steamworks exclusive. Even physical copies went through Steam. So every single version played on PC, outside of ones that were pirated, would have been on Steam.

Starfield is not Steam exclusive, and anyone subscribed to GamePass has no reason to get it on Steam first, so that's why we'd expect the numbers to be a bit higher than what Steam shows.
