town planning firm Urbis said the passage of time had rendered the neighbourhood plan obsolete since its adoption in 2011

Hard to disagree with them in this case. It's a pretty desolate-feeling office park right now, and it's a prime location for very dense development. More so than some of the other locations Council is currently looking at upzoning.
