Rototill it. The sod mat will stop things from germinating if you use cardboard.
What do you mean the 'loam is very thick in rocks'?
Loam is a textual class, not a soil horizon.
I'm assuming you have a lot of rocks in your topsoil. As long as you can till without ruining your tiller, go for it.
