Mostly yes. At McLaren it was borderline winning, certainly not dominant though. And his first year at Merc (before the new regs came into force) was also not a winning car.
Until 2009. When he started lying to stewards, vocally complaining about how bad the car was, and posting confidential telemetry data to twitter.
He always managed to win, but the last few McLarens he drove weren't really up to scratch
