Can't find any definitive artist info.
It is available on Wallpaper Engine but I don't know if that's the original.

Why does the cat have its mouth open underwater?
You can have your mouth open underwater without letting water into your lungs… if you need justification besides “art” then you could say the kitten is trying to catch a fish in its mouth.
