Don't leave out the fact that he was the producer that spent as little money as possible on the staff that was in charge of making sure the props on set were safe.
That being as it is, he DID have a qualified armorer on staff. She failed her job obviously but she was specifically hired to do this safely.
I don't think "qualified" is a word to describe an armoror that allows a live gun on set.
"Qualified" means she had the qualifications required to do the job. It doesn't mean they are good at the job.
