When I've got to push my stroller onto the street because people park on sidewalks, I send pictures.
I can see how this is Karen mentality, since I'm focused on the impacts to me personally. However, I would say the sidewalk parkers are also exhibiting Karen behaviour, as they don't focus on the impacts of their actions on other either.
The gap between the truck and the sign looks tight to me from the photo, but you are correct this is an assumption I can't validate.
Perhaps there is space to go around on the other side of the sign? Unknown, not in the photo. Does this mean the parking job is only a problem if there is also a blocker on the other side of the sign? That's sliding into a ethical debate beyond my scope.
I offer that this truck blocking a walking route shows a lack of awareness to other users of the space; but that obviously comes with a lot of my personal experiences and assumptions baked into it.
To me, so long as this vehicle is reducing the utility/enjoyment of the space for others, it is worth reporting.
