This quote from the post is important:

Note that Hand Cannons have been touched several times over the past few years, and the current PvE damage numbers mean that compared to pre-Shadowkeep they currently deal roughly the same damage per crit, and almost double the body damage. Reverting to Shadowkeep numbers would be a substantial nerf for anyone who ever misses a crit, which we’re not planning to do.

Hand cannons are basically where they used to be, and they're going to be buffed beyond that in multiple ways next season. Sounds awesome!

If champions are included in the 75% change, lucky pants might get even crazier for higher end content, which should be a ton of fun.
