I think he means Schwarzkopf is a war criminal. At least I hope that's what he means since MSG Vining is a high speed low drag decorated war hero (even if this pic isn't him).

Ah. Not really sure that rises to the standard of a war crime unless his conduct was in some way vile. Generally crimes against peace are leveled against politicians rather than soldiers.
