Easy solution seems to be having atms in dispensaries.
They have those. They also have point-of-sale devices that pretend to be ATMs; they do a transaction rounded to the nearest $10, plus an ATM fee, and give you change.
My guess? Some state prosecutor has taken to leaning on the credit-card companies' legal departments.
