So more likely the guy just didn't turn it on and thought he could do without, rather than anything malicious
Or was told not to turn it on yet. We don't know either way.
Electric rates have kept going up and up, so that could be a factor in not turning it on (or not being allowed to).
The article also doesn't say that it was actually in working condition; it may have been broken.
Yeah, depending on the region, electricity prices have shot up between 24-48%.
one evening last week i was at a restaurant i often go (west japan) and they didnt have their AC on. its cooler at night of course, but it was 36C that day, and was still hot and uncomfortable inside the restaurant. buddy and i sweated it out until happy hour ended, but were happy to get out of there.
