I'm thinking about conlangs for creatures with different phonetic possibilities than humans, particularly birds with both syrinx and larynx. Does anything like the IPA already exist for these sounds?

So, uh, music notation technically fits your question. In terms of syrinx/larynx, we have a concept called multiphonics. For example, on brass instruments, you can sing with your throat while also buzzing your lips. However, notation isn't terribly standardized, except that music notation obviously has chords as a way of specifying multiple simultaneous notes.
