The way to do this is to setup a non-profit or some other kind of organization. Call it the Touch Grass Foundation. An organization dedicated to getting intensely online people to go outside and touch grass. From there you can point to a membership paying dues and donations to secure the loan.
Really, this is the way fediverse instances should be setup if they are serious about longevity and community. If hexbear had proper governance, they wouldn't be in this situation. I don't think the paranoid is comfortable with that level of transparency though.
