The Anarchist's Cookbook is full of recipes that the author never tested and the majority of them will either kill you in the process or flat out just don't work.

TM 31-210 Improvised Munitions Handbook is what you want

We can mod a bunch of books into the sims. Any other titles you can think of? What skills should they increase?

It's been a while since I've played a Sims game, so I'm not too sure what skills they would be tied too. However, the Simple Sabotage Field Manual is a short read, and it's full of advice that any Sim might find useful in many different situations. <3
