I wonder how this will turn out. There are many laws on the books where individuals can't file lawsuits, only the government can. But if the government has flat out refused to address the entire swath of issues, that might change standing for the victims. It's one thing to say that people should contact the feds and ask the feds to pursue the issues, but when that's a guaranteed impossibility, I think the conditions on the ground change, legally.
