A second penalty per million over per race for the back half of the season and double the amount over and apply it to next year's spending. That would hurt the following two years hopefully it would be enough of handicap to negate any gains.

I would love to see teams starting 20 or 30 seconds later in the pits, if nothing else watching them have to charge through the field every week would be entertaining.

This is F1 only back markers get actual penalty...watch Red Bull (or merc/Ferrari any top 3) breaches == Occon 30 second penalty Mag required front wing change at every pitstop...probably one for Alonso but he will successfully challenge it....
