St. Boniface Street Links executive director Marion Willis added that the plan's success will depend on two factors: The willingness of people to quit the encampments, and how quick the province can come up with the necessary housing units.

I think the second point is key - procurement is hard, and construction is hard. If they can overcome those hurdles, this is a very promising initiative.
