Are stickers on cars called blinkers? If not, the title doesn't make sense.

They're not, but you put your blinkers (turn signals) on when merging

The title makes perfect sense. "This blinker" is referring to the turn signal directly beneath the sticker. The title is expressing that OP is inferring from the sticker that when the driver of that car puts on a turn signal to merge, they are going to go whether they are allowed in or not.
