not skyrocketed, and not crime like you would think, since most institutionalized patients/victims couldn't take care of themselves.

it was more like vagrancy violations or exposing themselves or picking up groceries in the supermarket and eating it, not victimless crimes but there weren't a bunch of Michael Myers or Jason voorhees running around.

actually, it's remarkably similar to the homelessness crisis in the US now, caused by a similar lack of compassion and selfishness.
