This implies the existence of a non-out transgender person elected to Congress.
"First out transgender" person means we don't know if anyone in Congress now is trans but we aren't ruling out that someone might be. We don't know if they are the first trans person elected to congress but they surely are the first out trans person to have done that.
Additionally, the existence of an out transgender person elected to Congress implies the existence of an out transgender person not elected to Congress.
I dunno who downvoted you but you're right. Were there any historical cases of eggs or closeted trans folks winning a congressional office?
