Team Asobi studio head Nicolas Doucet hinted that the development team had eyed up a Cloud cameo that never got approval from Square Enix. "It's difficult to comment on that," Doucet said. "We really respect the choice of each publisher."

I was thinking it's because Square wanted them to be DLC content so they can take a bigger cut from the price of the DLC. I believe the reason why they got more reps in smash ultimate in DLC was from Sora bargaining with them so they could have a full base roster at the start.
