Biden and The Democrats are both completely incompetent and weak, and also able to sow destruction of biblical proportions, controlling hurricanes themselves for their own selfish purposes. This has to be satire. Right?

Nah, that's just typical conservative doublethink. The enemy has to be a credible threat to rile up the masses, but at the same time they can never win or else the cons look weak.
