Continuing the Trump tradition of picking the people least capable of doing the job they're picked for. It has to be on purpose, there's almost an art to how bad the people he picks match up with the role they're picked for.

It is ABSOLUTELY on purpose. Easiest way to gut a dept is by making it useless or ineffective.
