i'm not a california resident, nor hold a digital ID, but I use apple pay a lot. you do not need to fully unlock the phone to use apple pay, you double click the lock button and pass biometric or pin and it will open the wallet without fully unlocking the phone. also if using the ID involves handing the phone over then this is useless and dangerous, however, when i used apple pay for transit in the eu they would tap it against a reader or another phone to pull the ticket information, i imagine this system would be the similar.
