I can't seem to access https://www.presstv.ir or https://www.rt.com

Are these banned in the UK?

Is there a list of sites banned in the UK (whether by ofcom or any other agency or company)?

I couldn't find any news stories or discussions about this. How does the UK banning people from being able to access foreign news sites apparently just fly under the radar?

What is the technology used?

I can resolve them on mobile internet and my home wifi. Maybe it's your ISP? Try changing your DNS settings to a known good one.

DNS is like a phonebook of the internet, by default you are using the one you get from your ISP, but you can change it fairly easily.

How you change it depends on what operating system you are using.

There are plenty of guides out there.

1.1.1.1 - This is Cloudflare's DNS server.

1.0.0.1 - This is Cloudflare's secondary DNS server.

8.8.8.8 - This is Google's DNS server.

8.8.4.4 - This is Google's secondary DNS server.

9.9.9.9 - This is Quad9's DNS server.

149.112.112.112 - This is Quad9's secondary DNS server.

208.67.222.222 - This is OpenDNS' DNS server

208.67.220.220 - This is OpenDNS' secondary DNS server.
