They'd do what they do with green washing currently; measure what they took out, but not how much the put in doing it!
Yep: Easiest place to capture carbon is probably inside a coal power plant chimney, so the winner would be the one who invested in the most coal power plants and put a little sponge or something on the end of the chimney to capture ~0.1% of the carbon emissions...
