I remember making one of the first projects for this. It was effectively a small script that would run on a raspberry pi and make an SSID that matched one of the SSIDs of a participating vendor (mcdonalds was a big one) and spoof its mac address, and rotate through these once every so often depending on how many you had in your list.
I'm happy to see pretendo picking this up and functioning as the backbone since nintendo shut down their streetpass servers.
