Calling on Vice President Kamala Harris to convene and mobilize the principal officers of the executive departments of the Cabinet to activate section 4 of the 25th Amendment to declare President Joseph R. Biden, Jr. incapable of executing the duties of his office and to immediately exercise powers as acting President.

Whereas, for years it has been clear to the American people that President Joseph R. Biden, Jr. was experiencing severe cognitive decline and was mentally unable of discharging the powers and duties of his office;

Whereas, on June 27, 2024, the performance of President Joseph R. Biden, Jr. during the televised presidential debate raised new urgency to concerns that President Joseph R. Biden, Jr. is mentally unable of discharging the powers and duties of his office;

Whereas, following the presidential debate, comments and gaffes made by President Joseph R. Biden, Jr. compounded existing concerns regarding his cognitive ability to discharge the powers and duties of his office;

Whereas, in the weeks following the presidential debate, dozens of members of the House of Representatives and Senate from the President's own party called on President Joseph R. Biden, Jr. not to seek reelection to the office of President of the United States, citing concerns about his cognitive ability to discharge the powers and duties of his office;

Whereas, on July, 21, 2024, President Joseph R. Biden, Jr. announced that he would not seek reelection to the office of President of the United States, indicating he believed it was in the best interest of the country for him to stand down;

Whereas, if President Joseph R. Biden, Jr. does not have the cognitive ability to seek reelection to the office of President of the United States, then he does not have the ability to discharge the powers and duties of his office for the remaining six months of his term: Now, therefore, be it

Resolved, That the House of Representatives calls upon Vice President Kamala Harris -

(1) to immediately use her powers under section 4 of the 25th Amendment to convene and mobilize the principal officers of the executive departments in the Cabinet to declare what is obvious to the Nation: That the President is unable to successfully discharge the duties and powers of his office; and

(2) to transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives notice that she will be immediately assuming the powers and duties of the office as Acting President.

My Fellow Americans,

Over the past three and a half years, we have made great progress as a Nation.

Today, America has the strongest economy in the world. We've made historic investments in rebuilding our Nation, in lowering prescription drug costs for seniors, and in expanding affordable health care to a record number of Americans. We've provided critically needed care to a million veterans exposed to toxic substances. Passed the first gun safety law in 30 years. Appointed the first African American woman to the Supreme Court. And passed the most significant climate legislation in the history of the world. America has never been better positioned to lead than we are today.

I know none of this could have been done without you, the American people. Together, we overcame a once in a century pandemic and the worst economic crisis since the Great Depression. We've protected and preserved our Democracy. And we've revitalized and strengthened our alliances around the world.

It has been the greatest honor of my life to serve as your President. And while it has been my intention to seek reelection, I believe it is in the best interest of my party and the country for me to stand down and to focus solely on fulfilling my duties as President for the remainder of my term.

I will speak to the Nation later this week in more detail about my decision.

For now, let me express my deepest gratitude to all those who have worked so hard to see me reelected. I want to thank Vice President Kamala Harris for being an extraordinary partner in all this work. And let me express my heartfelt appreciation to the American people for the faith and trust you have placed in me.

Trump, Biden, and much of Congress has engaged in openly violent and hateful rhetoric and actions as a matter of course

We are shocked at incidents like today’s shooting. But are we surprised? Have we not created a powder keg of war, animosity and poverty, driven by the corruption of the ruling class that seeks to divide us and divert our attention while they steal from us both overtly and covertly

Every four years, we're regularly told we have to "vote blue no matter who" because of the Supreme Court. But voting for Democrats to fix the Supreme Court is betting on a sure loser. It's not happening. Democrats aren't saving SCOTUS - and they're not saving us from SCOTUS either.

While Republicans have been carefully strategizing a judicial takeover for decades, Democrats have been fumbling away SCOTUS seats and fast-tracking GOP judicial appointees. When it leaked that SCOTUS was planning to overturn Roe, the Democrats did nothing to codify this critical protection for women, just like they'd done nothing for the past 50 years in spite of their repeated promises. All they did was fundraise and tell people to vote blue harder.

When SCOTUS gutted the Voting Rights Act, the Democrats did nothing but fundraise and tell people to vote harder. Now that SCOTUS has gone full mask-off in support of tyranny, what are Biden and the Democrats doing about it? Fundraising and telling people to vote harder.

The Democrats have not only been useless while SCOTUS takes a sledgehammer to our democracy. They have been worse than useless, because they turn every terrible decision into a convenient excuse for not even trying to do the things they promised their voters.

Enough is enough. We're done playing along with this farce.

Voting for Biden to deal with this illegitimate, corrupt, rogue court is like calling Mr. Magoo to stop a fascist coup. We need to call it like it is: this court has sided with tyranny over democracy, and just like King George III in 1776, it's got to go.

But we won't win this fight by voting for the do-nothing Dems. We will win this fight by voting for a president who will lead the charge to impeach, replace, and expand this illegitimate, corrupt court - and create a court that serves the American people, not the billionaire donors that have manipulated the process to produce an extremist court now tearing down what remains of our democratic institutions.
