The fact that you even think that "both sides" is a valid argument, means that your opinion is literally worthless.
Because either you are intentionally arguing in bad faith and you know you're lying, or you actually believe that. Which means you lack the mental capacity to see something objectively.

It's the conspiracy theorist mindset:
They're people who wish they were smart, and can't handle that they're not. So they latch onto ideas that most people agree are dumb. Then use that to convince themselves that they're super geniuses who have realized the truth of something that even scientists couldn't figure out.
Then when they're challenged with evidence or facts, they double down and start insulting or even assaulting people in response. Because they don't see it as evidence in an argument, they just think the other person is calling them stupid and that really strikes a nerve.

That's literally the argument they use for torrents as well. They don't host any material, just point to it. And they are still being taken down left and right for breaking some law or another in regards to that.

You have to remember that the people promoting this sort of thing never in a million years think it would affect themselves or their loved ones. They are 100% convinced it will be used to "punish" people, just not themselves.
You see it literally every time republicans implement things like abortion bans, detainment camps, child labor etc. And republicans start crying in the media and say stupid shit like "He's not hurting the right ones"....
TL;DR: English water and sewage is handled by private, for-profit, companies that have majority ownership outside britain.
Furthermore the current chairman of the regulatory comission has previously been accused of misusing funds for Network Rail, abusing staff, accepting what amounts to bribes, etc.

So once the process is more refined it would be great, but it's clearly not ready.
