Absolutely 100% completely. But in this case it I'm not sure the church is actually violating codes, but rather the city is using the claim as a smokescreen to punish them for helping homeless people.

Almost anything Made in the western US and sold in the EU went through the canal. Panama is also going through a drought that is lowering the levels in the reservoirs they use to raise the locks. This is causing them to raise crossing fees and restrict traffic. The line-go-up people hate that, as they'd turn panama into a desert before they slowed the increase in their profits.
