He's not using his billions to do quite as much damage as some of the others, but he still stole the labor of others to get his billions. He's doing a better job of righting that wrong, but it's not perfect because he doesn't even see it as a wrong that needs to be righted. The main reason he looks so much better than the rest is not because he is getting better, it's because they're getting more openly terrible.

Pedantic: You mean Y-axis, right? Technically, neither start at zero but I think you meant Y based on context.
