Because they get away with it a few times, and it takes a while for it to all catch up with them, by which time they've gotten used to the stream of steady cash. Plus, if they're actively working for the other side, they're doing their bit to keep dropping spanners in the works.

I think it's because if he had just sat quietly and not pushed, they could have dithered and dallied and dragged it out. Now that he's pushing, it forces them to get off their arses and actually do their job.

He's probably been taking a closer look since the level of corruption in Putin's armed forces was exposed. Not saying he didn't think there was any in the PLA, but maybe what's been going on in Russia since they invaded Ukraine has been an eye opener for him.
