My stack + Jackett and unpackarr + telegram for notifications. It works perfectly

Mate you need evidence - collect a lot of evidence. Video and audio recording - messages - witnesses - everything you can get.

Last time I was in Paris I saw small mountains everywhere of those on the street where people tossed them or collected them in a single spot. It was insane. I think Paris had an issue with the amount of escooters that flooded the city. Vienna for example has put a limit on the amount of scooters - seems to work so far.
