The issue is the criteria that is used to label someone a fascist. In the last decade, the use of this term has become a trend to fit with your social circle, gain some virtues and feel good about yourself (ie I'm on the right side of history kimda of things). It's just too loose as a term to make an impact. Like the venzueallan currency.

I am pretty sure you are wrong, he hosted many muslim speakers on his show, especially the one marginalized by their own communities, like progressive muslim Majid Nawaz. While Maher has by default a punchable face, and oozes smugness, that does not mean he did not amplifies the voices of important muslim reformists.
I don't know specifically, but both options seem likely. The main criteria is a broken household, and hatred for European values. Funny enough, while most of them are muslim, religion play very little role in any of this (ie it is not religiously motivated but rather facilitated). It is rather a factor in the selection criteria. Migrant heritage plays a far bigger role.
Some personal insights from the field. Most gangs in Sweden fight about turf control for mainly drugs, but also "protection" money for ethnic residents. Basically acting like the mafia foe their migrant community. You open an iraqi grocery shop and you're not paying protection fee? Shame if your store burn down. That aside, the way they do assassination of targets (usually local distributer who owe too much money or stolen some products) is by hiring underage boys, slapping a 50k (sometime 25k) price tag, and handing them a target and a weapon. If/when they're caught, they are not sent to prison, but a juvenile psychiatric care for a year, and then released back to the public. Most of the hitmen are usually 17 yo german nationals (from migrant background).

I was sharing my experience growing up in a muslim environment in the heart of the middle east, where literally everything is islam-themed. If you don't call that brainwashing, imagine a white mormon instead that witnesses forced and polygamous marriage (men only) and tries to share their experience, and suggest banning polygmous marriage just for someone to shut them down because "that would be brainwashing".
You're making the assumption that Europe should and would want to receive more migrants? EU failed miserable at integration, and from my personal experience not a small portion of migrants did not want to integrate and contributed massively into the gang wars. Not to mention, if you really care about refugees, many studies have affirmed the best way is neighboring countries.
All the previous treaties existed in a time when unchecked migration into the EU was not a thing and economic migration was not peddled by smugglers and human traffikers.
