The short answer is yes, however the long, more involved answer is that it depends on how deep a hole Putler wants to dig for his country's economy.

All torturers need to be put to death. It needs to be made clear that: if you personally torture or assist in any way in the torture of anyone that your life has been forfeited. It needs to be crystal clear that anyone involved in torture WILL BE hunted down and killed.

I am personally against any form of death sentence but this abhorrent practice needs to be assigned the highest penalty - death. There must be no ambiguity, if you torture you will be found and you will be put to death.

The only question, in my mind, is whether the torturers family should also be punished. Often a torturer will use the threat of familial murder or torture to compell their subjects. Surely this is the ultimate threat: torture anyone and you and your family will be put to death.

Transfer or invest as little as $20 per week initially, you'll never miss it and after a few weeks or months keep increasing the amount till you've reached your ceiling. Reinvest your earnings or dividends, compound interest is a beautiful thing.
