We have age minimums because the mind has not finished developing and we should also have age maximums based on the average age cognitive decline sets in.
Until we are able to properly identify outliers it's probably best to stick with the subset of the population with the highest probability of meeting the minimum qualifications for the position.
Most people don't want to be pirates they just don't want to pay for an inferior service. You want people to pay then make a product worth paying for that's prorated by country, and they gladly will.
As an example of just how bad it is, pirate streaming sites have sort by date, country, IMDb score, genre, etc. but most paid services don't have any sort feature beyond genre. This effectively makes paid services unusable for a lot of people.
You seem to have a fundamental misunderstanding of monetary systems and methods of governance. You do not need to print money to provide those services, tax revenue is more then enough to cover all critical infrastructure and support systems.

I doubt I'll convince you here but i'd encourage to to take a deeper look at why you believe this. As you do keep in mind that many foundational aspects of mainstream economic theory have been proven wrong by other scientific disciplines such as psychology.
