They're Steatoda nobilis, Noble False Widows. Characteristic pattern is a bit hard to notice on the first one unless you look closely, but it's clear as day on the second spider.

No, and they're definitely not ticks. You're mistaking a (probably gravid) female spider for an engorged tick.

It's not a Japanese Beetle, or a Figeater Beetle.

It's a Green June Beetle, Cotinis nitida
