How can a state bar a citizen from accessing a federal program? I thought a state could set up their own exchange, but healthcare.gov would always be the fallback. The article doesn’t have a lot of clear info.

Good on you for rescuing her! Definitely an eye infection and most likely some respiratory issues, which are common with kitten rescues. The vet should get her on some antibiotics and with good love and care, she should be okay.
We have a rescue kitten that did lose an eye due to infections, but he’s now 18 months old and just a feisty ball of energy that also loves to cuddle. Wishing you the best of luck with this one!
