From a quick search I found that it apparently gives the purchaser the right to a specific seat for the duration of a season. Makes sense I suppose, but still kinda scummy.
Yeah, whatever it is, they gotta get it together. :)

Would that work? Maybe for a second. But the global north would rather nuke Samoa off the face of the face of the Earth than stop their lucrative and polluting activities. They'd craft the narrative of Samoa being a major threat anyway.
