Is there an app that turns a android phone into a CCTV camera? (Preferably Free and Open Source and doesnt require a server) in c/android

Meshenger is a peer to peer video chat system that might work for your purposes. I've used it before to temporarily keep an eye on stuff like important scheduled deliveries, etc.
