Gosh, there are so many punchlines that would work better than this, that don't judge others or insult a group for no reason.

I believe the idea is that you need regular scheduled events to mask the deja vu. The metro is perfect for that. You can't risk people having too many one-off experiences in these kinds of zones otherwise you're ripe for memory leaks. That's exactly the comparison that the comic strip is making. People are okay with just using tissue in one situation but not in others.
