I'm struggling to understand the headline given this:

If they agree by that date to quit, they can work on full pay until September, the message said.

So, it's not "eight months pay to resign" so much as "agree to resign and you can keep working until September"?

My guess is sympathetic response and adjacent fears (an axe murderer might not attack you, but a fear of a "strange" neighbor could be unnecessarily exacerbated)

Anecdotally, I know a few immigrants that learned English through TV at a later age. If you're interested, don't let your age hold you back!
