There’s maybe 3 or 4 actual great scenes in all of the prequels. The rest makes me fall asleep in 0.04 seconds or makes me roll my eyes so hard they go down the street.

But they mean specifically a vacancy tax. So anyone who owned vacant property would have a large additional payment or get it rented
