they absolutely released 3.22 in its unfinished state...
Oh well at least 2 (structural salvage, hair) out of 4 (new settlements, new ships) majors of that patch work I guess.
Not to mention that critical bug with torpedos and missiles vanishing after 500 meters...

Depends on what you define as "fully" but sure, it's very slowly getting there.
If they can actually deliver what's planned for next year it should be a decent step forward towards the planned live version of the game. We'll see how well it goes though.
