No matter, if the penalty for violating this is a small fine nothing will change.

So looking closer at ABS, apparently things like student loans, credit card debt, and other loans, like auto and aircraft and business( not mortgage) And credit card debt in America alone is almost 1.1T

I don't know what they consider toxic though.
