Found it. It's in the overflow menu on a user's replies. But, it's not there if you're only viewing the posts from their profile page, you need to actually go to the reply in-line in a thread. THEN you'll find it in the overflow menu of their reply.

This is currently the only way, as that's no proper community moderation controls view yet.

The user needs to interact on your community first, then you can click the three dots on their post or comment and add them as a mod.

I think you can only do it from a comment. Click on the three dots next to the reply icon and then "appoint as mod" should appear.
