Blue is for the first house, which may be either Senate or the House of Representatives; Orange is for the second house, which is whichever isnβt the first house; and Green is for both houses.
Maybe it's because it was never really enforced by any establishment?

This never became a law. There were deliberations on the chambers that became viral (simply because of the absurd premise), but that's about it.
