I think that's just closer to accurate than we're used to. Butts are well below hips.
Just checked myself on a lark, irl I am even longer torso'd than her, becausethe top of my head is about 11 inches from my shoulder, and from the bottom of my butt to my shoulder is about 26.5.
So my irl ratio there is like .415
